I don't think trimper's ever had this gag, but i believe Funny-Frite used to manufacture them and a similar one is in use at Knoebel's.
it is simply a wooden box, maybe 15x15x15, with a hinged lid. As the car passes, a spotlight turns on and two hands pop out of the top, lurching towards the ride car. It is fast, seemingly inexpensive, simple to operate and really packs a wicked surprise. That d**n thing gets me every time!
While you can't make up an entire ride of such things, putting them in dark, unsuspecting corners really adds the surprise factor. You almost don't get enough time to realize what just happened!
I guess, an alternate point to this post would be, what's a cheap but effective THH gag? Most everything in the ride is more elaborate. I'm actually drawing a blank.
